That's a demo of a package called "Vocaloid". It's a voice synthesis program intended to produce singing voices. The one with the green twintails is a chibi version of the mascot for the product, nominally "Hatsune Miku".

Near the end of the clip, she climbs up onto the second step and starts waving things in her hands. Those are leeks, and it's an internet meme that's too complicated to explain.

6 Oh, I just found something else relevant. These aren't ordinary chibis. They're called "Nendroids", for some reason or other.

Nendo is a 3-D modeling program that I would assume is related to these san-reducers.

ROID is a Report Of Item Descrepancy which is what results from exposure to these things when I=ones brain.

10 粘土 "Nendo" means "clay" in Japanese. I'm sure that's where the program got its name. Whether the Nendoroids were in turn named after the program or were independently named is anybody's guess.

11 The effect is similar to some claymation, but much more so the old Rankin Bass stop motion effects.
