That's a demo of a package called "Vocaloid". It's a voice synthesis program intended to produce singing voices. The one with the green twintails is a chibi version of the mascot for the product, nominally "Hatsune Miku".
Near the end of the clip, she climbs up onto the second step and starts waving things in her hands. Those are leeks, and it's an internet meme that's too complicated to explain.

ROID is a Report Of Item Descrepancy which is what results from exposure to these things when I=ones brain.
