UPDATE: Upon reflection, this madness being from a Ukranian company, this might make sense in a place like the Ukraine, where, I imagine, the 3 Line Rifle is probably still cheaper than a used Hi-Point and....

Ukraine is roiling cauldron of madness, and the war with Russians is but a part of it.
The decay of their basic industrial capability in combination with the shrinking tax base and budget is what prompts all sorts of bizarre projects. It's easier to modernize WWII era Mosins than to drill new barrels.
One of the maddest ideas they had was setting up production of AR-15 in 7.62x39. Then, they could buy barrels on the open market, from Faxxon to FN. They can't buy durability though. Those bolt lug bases are as thin as ever.

Look, I brought up the story with UOP's 7.62x39 AR-15 precisely because it's so dumb. It signifies Ukraine perfectly. Consider, for instance, that Ukraine already has 5.56 in the inventory, because one of UOP's competitors makes Tavors under a license. Already accepted into inventory and seen at parades. It would make entirely too much sense just make those ARs in 5.56. But no, it's Ukraine.

I was thinking that if the barrels were the bottleneck, that there would be more of the 5.45 barrels.
