128 deaths are reported in Alabama.
Another batch of line squalls is clobbering the heartland as I type this and tornadoes are reported in Oklahoma City and one just made an appearance in downtown Dallas TX.

The Latest Offerings From Vault Tech...and Better Options

Cleaning out my tabs I blundered into this story from the Daily Mail concerning Vivos, a company whose stated* business plan is remarkably similar to that of the fictional Vault Tech.

The 137,000sq ft bunker - designed to house 950 people for a year and withstand a 50 megaton blast - is currently being built under the grasslands of Nebraska.


But do they have the spiffy suits?

The plan has a few problems...like the need for sufficient warning and working transportation to get to Nebraska in the event of a catastrophe. (This is, of course, not as big an issue for Nebraskans).  Checking tickets at the door would be...a tense affair to say the least.

This sort of shelter would seem more useful in an urban or a suburban setting, but buying space and getting it in a crisis would seem problematic both practically and ethically unless it were a feature of a subdivision or condo complex. If I were in the market for a survival shelter, I'd go one of the many home shelters I've seen on the market, like these.

Now the sort of large shelter Vivos is talking about, though with far fewer posh amenities, would make actually sense as part of a rational civil defense plan (which we don't have).

Indeed there were plans to dovetail the construction of the interstate highway system with a vast associated system of austere publicly accessible shelters to provide some protection from tornadoes or a N.B.C. attack, the sorts of things that one might not have time to evacuate for. There is a good overview of one of the few (short-lived) fruits of that program here.

Civil Defense was originally a federally funded and directed, but locally run enterprise that, despite its inefficiencies, made maximal use of local expertise. Retired millitary and volunteer personel who lived in and knew their assigned areas were to provide some degree of holistic redundancy to a system that would always be far from perfect but had the potential to save many lives in the event of a calamity.

Of course it was not to be. In keeping with their overall policy of being well intentioned, wrong headed and self destructive, the progressives, in the interest of mutually assured destruction, peace in our time and a quick merciful death hamstrung the CivDef program in the US, until it was given to the newly formed FEMA by Jimmy Carter. FEMA removed a lot (nearly all) of the local input and,  in any event seems to have been designed for maximum inefficiency. Building codes, fallout shelters in cities, and any serious planning for what to do in the event of even a minor nuclear attack or accident were pretty much pushed to the wayside. Instead we got a lot of jobs for beauraucrats and an infrastructure that was completely top down and ill suited to its job.

Meanwhile the USSR gleefully mocked our lack of preparedness and continued to build shelters. They had fallout shelters for more than 11% of their population when the Berlin Wall fell.

The hipster left loves to make fun of the corny Duck and Cover videos from the '50s. However, it is now clear that those were correct both scientifically and ethically. They were developed based on close work with the Japanese government assessing the injuries at Hiroshima and Nagasaki, which had actually been much higher than anticipated, and the lessons of nuclear tests in close proximity to US troops where the dangers of radiation were finally appreciated. It was discovered that "duck and cover " would have saved many lives as would sheltering in place for a few hours.

...My own view is that restoring the old Office of Civil Defense, with local organizations of both volunteers and professionals, with emergency militia powers and responsibilities at the discretion of the governor, makes a very great deal more sense; but it will take a long time to build a proper organization. We have the technology. We can do it.

What we must end is the attitude that you can only trust professionals hired and paid for. Bureaucracy is the answer to many problems, like dog catching and enforcement of needful regulations. Bureaucracy is almost NEVER the proper response to emergencies and unforeseen situations...

Shelters can get expensive and in any event are often completely impractical here in the swampy coastal Southeast, however a reinforced safe room is a good investment against tornadoes. In the event of a radiological incident, sheltering in place, which was so soundly mocked when Tom Ridge pointed out its efficacy is actually quite effective according to the current administration.

Glenn Reynolds of Instapundit fame wrote this article in The Atlantic on how the Obama Administration is ( to it's credit) grappling with a reality the left does not want to look square in the face.  It inspired a lot of responses on Reynolds normally comment free blog in an uncharacteristically long post on this topic some time ago. Do read it all.

On a more mundane level it bears remembering that catastrophes are usually not atomic and as we are constantly reminded by events are not in any way rare. Having food and water for 2 weeks or more is not difficult (the water is an issue but if one keeps jugs handy 1 gallon jugs can be filled when trouble is anticipated~70 for a family of 5  for 2 weeks) and in any event is likely a better investment than a bolt hole in Nebraska.

 

* Lets hope that they don't have an unstated plan like Vault Tech did...and that they have enough water chips.

Creep

In the aftermath of the recent disasters and the perfectly reasonable urge to try to find some way to help, it bears remembering that one should always check out any charity one donates to. 

Bruce Bower has a long and informative post up on Greg Mortenson, author of 3 Cups of Tea. It turns out that Mortenson's charity is mainly a slush fund financing his jet set lifestyle. This in and of itself is not surprising, however the sheer over the top crazy of some of his lies ( that he was captured by the Taliban, who he convinced to give him money to build GIRLS SCHOOLS...allowed to be alone with Mother Teresa's Body...) was accepted so uncritically is. And still there is this.

Oh, and it gets worse.

Fraudsters are everywhere.

If you want to help those recently affected by the Tornadoes,  I suggest any of the following.
Southern Baptist Disaster Relief
The Red Cross
Samaritans Purse

All are established in the Southeast and have impressive infrastructures and  good records of dealing with weather related catastrophes (The Southeast USA is particularly prone to storms).

More on Operation Tomodachi

US Military formed up almost immediately after the earthquake  to do relief work in what was dubbed Operation Tomodachi.

Currently the following Navy assets are participating from the DON Press Release.


Ronald Reagan Carrier Strike Group:
o    USS Ronald Reagan (CVN 76)
o    USS Chancellorsville (CG 62)
o    USS Preble (DDG 88 )
o    USS Cowpens (CG 63)
o    USNS Bridge (T-AOE 10)
 March 17 (JST): Helicopters from the USS Ronald Reagan strike group and Carrier Air Wing
Five (CVW 5) in Atsugi conducted 10 helicopter sorties today, delivering 10 tons of food and
water to relief sites ashore. A total of 40 tons of aid has been delivered to date. Aircraft and
surface ships also continued to conduct coastal search and rescue operations at sea and along
the Miyagi and Iwate coasts.
Amphibious Ships:
o    USS Tortuga (LSD 46)
 March 17 (JST): USS Tortuga (LSD 46) anchored early this morning in Ominato in northern
Honshu, delivering 93 vehicles and 273 Japan Ground Self Defense Force ashore via Landing
Craft Unit (LCU) transfer. The ship transported the soldiers and their vehicles from
Tomakomai, Hokkaido, to assist with the disaster recovery efforts. The ship will also
transport 5,000 bottles of water and 5,000 Meals Ready to Eat (MREs) to Misawa for further
distribution to people in need.
o    USS Harpers Ferry (LSD 49)
o    USS Germantown (LSD 42)
o    USS Essex (LHD 2)
 March 17 (JST): USS Essex (LHD 2), USS Harpers Ferry (LSD 49) and USS Germantown
(LSD 42) with the embarked 31st Marine Expeditionary Unit are in the Sea of Japan and will
arrive off the coast of Akita prefecture tomorrow morning to await further tasking. Marines
of the 31st MEU have established a Forward Control Element (FCE) in Yamagata. The west
coast of Honshu affords greater access to undamaged ports and roads, fewer navigational
hazards, and prevailing winds that are upwind of the Fukushima power plant.
Command Ship:
o    USS Blue Ridge (LCC-19)
 March 17: Conducted personnel and supply transfers in the vicinity of Okinawa this morning
and is continuing north.
Ships Forward Deployed in Yokosuka, Japan:
o    USS McCampbell (DDG 85)

o    USS McCain (DDG-56)
o    USS Fitzgerald (DDG-62)

 Continuing to assist Japanese authorities with providing at-sea search and rescue and

Additional Aircraft
o    Commander, Patrol and Reconnaissance Force Seventh Fleet (CTF-72)
 March 17: Two P-3 Orion aircraft conducted aerial survey missions today in northern
Honshu. CTF-72 completed a relocation today of these two aircraft and four aircrews from
Kadena Air Base in Okinawa to Misawa Air Base.
o    Carrier Air Wing Five (CVW 5)
 March 17: In addition to helping with the Ronald Reagan strike group’s relief efforts, CVW 5
began the relocation of more than 50 tactical fixed-wing aircraft normally assigned to USS
George Washington from Naval Air Faculty (NAF) Atsugi to bases in Okinawa and Guam in
order to free up more ramp space at Atsugi that might be need to support ongoing
operations.

The Australian is now reporting that the Japanese Government is asking for US military assistance with the worrisome situation at Fukushima. Also there are reports that US military personnel were involved in putting out one of the reactor fires.

Virginia's TASK FORCE 1 ,the states international fire and rescue team, has been mobilized and is currently in Japan.

On top of everything else, the snow is a most unwelcome addition.

One Last Tsunami Video

This video is far less disturbing than the Sendai video, because, unlike that high octane nightmare fuel, it looks like just about all of the people in Kamaishi got to safety thanks to the mountainous nature of the area.

I found it via the comments section of this post over at Scott Lowthers place.



This one is fascinating for a number of reasons, not the least because it was filmed so close to the thing. It gives a good idea of the scale and power involved. Note the crane for reference on the water depth and that the "smoke" is actually dust from buildings being pulverized.

Random Mutterings On The Nuclear Power Plant in Fukushima

By now this appalling video of the explosion of one of the containment buildings in Fukushima has been seen by pretty much everyone.



This is pretty damned bad.
The ongoing situation is fluid and being widely covered. However, there is a bit more to this situation than  current events, there is also the history of the facility.

Something about this plant rang a bell when I first heard it. Now I remember why. This plant has had a very chequred record.

In 1978 this plant had what Market Watch describes as an
 accident at its Fukushima nuclear power plant resulted in an uncontrolled nuclear chain reaction for more than seven hours that the company failed to report to the government.


The article goes on to say that there were close calls in '79 and '80 also involving control rods but no actual nuclear event occurred. (wrong geometry?) The article dates from 2007 and in that year there was, apparently,  another problem with Fukushima involving procedures, but the I'm unclear on the details.

1978 was 33 years ago so I was curious how old the plant was. According to this site the reactor started up in 1970 or 1973. It was to be decommissioned some time this year.

It seems that TEPCO, the company that runs the plant has had a lot of issues with their older plants and actually lost their license to run 2 hydro-electric dams in 2007.

They were under intense scrutiny around that time and the Fukushima facility in particular seems to have been quite intensely audited, to the extent that two additional reactors being built there were delayed by at least a year for safety re-assessment. The two new reactors aren't going to be online before 2013, but that estimate was before the Sendai quake. Note that Wikipedia says that Unit 1 was to be deactivated later this month because of its age.

So there is a history of non-trivial operational screw ups with the company and this facility in particular but there Google and Bing yield no info on anything after 2008.

Some will no doubt charge that this may mean the change in government reduced oversight, but it might also mean that they had gotten there act well in order. Do note that the language barrier removes a lot of pertinent info from a search.

Of course being virtually at ground zero during an 8.9 9.0 is an extreme engineering challenge for anything. From what I have heard the plant suffered a full on, balls out enforcement of Murphys Law. The quake destroyed their primary coolant system and that horrific flaming tsunami destroyed all their backups. Everything was broken up by the quake and it appears that many of the plant workers were injured before the reactor issues even began.Especially given the age and utter obsolescence of the reactor the performance thus far is actually kind of impressive.The staff of the facility is certainly attempting to remedy the situation at great personal peril.

I have some questions about the design. I'm a layman in these matters so bear with me gentle reader, and if you note an error or have some answers, please avail yourself of the comments.

I wonder about the containment building. Most Japanese, French and American reactors have big containment buildings around the containment vessels shaped like pressure vessels, either big tank looking structures or art deco versions of Devils Tower.  This plant SEEMS to have had a less robust containment structure than is the norm in newer reactors. This comment is based on nothing other than the reactor buildings boxy external appearance, which , if it represents the actual containment structure, is, all things being equal, less able to resist internal pressures than the spheres or cylinders that one sees in boilers for instance.

I am told that some areas around the threatened nuclear power plants are being evacuated. Given the chaotic conditions and limited resources in Japan -- there is no electricity in most of the devastated areas -- this is probably significant, but what it means isn't clear. For the record, I would never have been in favor of licensing nuclear power plants without more sturdy containment structures than appear to have been built at this plant -- but once again, I don't have an accurate picture of what containment structures they had. US regulations require that reactors be housed in very strong containments.

I understand that this reactor is a BWR (Boiling Water Reactor).

The US and France use mainly pressurized water reactors which add a second heat exchange stage that greatly increases complexity but increase the separation between radioactivity and the world.

I find it significant that even in naval nuclear subs where space is at a premium, the US, UK and France are said to use the more complex and bulkier pressurized water reactors. This may mean something.

Now it appears that the staff are pumping in seawater as coolant, which is wrong in all sorts of ways ( nukes, like any boiler, require ultra pure distilled water for coolant...a BWR even more so as getting salts in your control rods is considered to be "bad") but this may be able to prevent a much bigger disaster.

Which jives with a comment over at Bubbleheads blog where there is an extensive discussion by actual Navy Nukes.

You're not wrong. This is simply a matter of the media not doing a follow up or any kind of research before sending out their latest press release. I could almost laugh at some of the misinformed sensational journalism I've seen today.

On the bright side, the building codes in Japan seem to have worked pretty damned well. There's nothing that could really be done to deal with a flaming tsunami(WTF!?) but Tokyo in particular rode out an event that would have left New York mostly rubble. UPDATE 2: One of the stranger comments on this catastrophe from our executive branch was SecState Clinton's announcement that the US Military had delivered "coolant" to this reactor. This was almost universally derided as the coolant for a BWR is water, and Japan is an bunch of islands. The running theory was that the US had delivered pumps. Now via RS McCain comes this interesting article by a member of the 3Mile Island investigative committee.

...so it seems our SecState was pretty close actually...certainly close enough for government work.

Though the boiling water reactor has already been turned off by inserting neutron-absorbing control rods all the way into the core, adding boric acid or, more likely, sodium polyborate would turn the reactor
off-er — more off than off — which could come in really handy in the event of a subsequent coolant loss, which reportedly has already happened. But that’s a $1 billion kill switch that most experts wouldn’t think to pull.

 
I’m guessing the US Navy delivered a load of sodium polyborate from some nuclear aircraft carrier reactor supply room in the Pacific Fleet. Its use indicates that the nuclear threat is even worse than presently being portrayed in the news.  Tokyo Electric Power Company has probably given-up any hope of keeping those cooling pumps on after the batteries fail. Eventually they’ll vent the now boron-laced coolant to the atmosphere to keep containment pressures under control.



While the Navy issue flea powder is a neutron inhibitor and not actually a coolant, by inhibiting the nuclear reaction it ought to help bring the temperature down quicker. So the SecStates statement is basically correct.


So they are scuttling at least one, possibly all of the reactors at the site by using a PWR neutron inhibitor that will destroy a BWR in order to prevent a major disaster.

It may be working.

The big one has hit Japan.

This is awful.

I'm watching footage of this tsunami rolling across a rice paddy carrying what looks like a ferry.
It was felt in Beijing.

It sounds like it was just north of Tokyo. The epicenter was in Hachihone, but was big enough that Tokyo was affected. This is about the worst it could possibly be. There appear to be fires all over.

As I type this there is also a Tsunami heading for Guam, CNMI and Hawaii, as well as Taiwan.

UPDATE 10:00 EST :
I just got in from work and it's even worse than I feared.

Japan has been dealt a grave blow.

Magnitude wise this is worse than the Great Kanto Quake, and it's the 5th most severe in history.

I'm sick at my stomach watching this.

It looks like Sendai has been utterly smashed.

I'm seeing multiple reports that the Japanese meteorological agency is saying that Kurihara (population 77,000) has been utterly destroyed. Given its location that is not unlikely.

The BBC roundup is here. They report that the Fukushima nuclear power plant suffered a coolant failure and a state of emergency has been declared, but there seems to have been no radiation release. UPDATE: Yet.

Passenger trains on coastal lines are reported....missing.

Tokyo was NOT hit by the worst of the quake, but damage was still very severe. There appear to be major fires in the area around the big Ferris wheel and the Tokyo Big Sight.

According to Yahoo News the Yurakamome elevated line (which services that area) is completely out of service and is now being used as a sidewalk by the passengers.

Keep in mind that Japan is the best in the world at earthquake preparedness. They have a crackerjack civil defense system and top notch building codes.....and yet...



This hurts to look at.

Guam and CNMI seem to have dodged the tsunami somehow, Hawaii has received little damage thus far, but some of the aftershocks were over 7 on the Richter scale so more are on the way. A tsunami is going to hit the west coast in about 30 minutes as I type this.

There have been no reported injuries of any 7th Fleet personnel, and no reported damage to 7th Fleet assets.

Ships in port Yokosuka stationed linehandlers to made adjustments as the water level changed in Yokosuka harbor. No damage has been reported to any of the ships.

Ships in Guam have been directed to sortie if feasible. Ships unable to sortie will initiate full personnel recalls and be standing by to adjust lines during changes in sea level.

CTF-72 (Maritime Patrol and Reconnaissance Force) headquarters in Misawa was briefly evacuated. It continues to be without power and is operating from a generator

CTF-76 (Amphibious Force) headquarters in White Beach, Okinawa, has moved its watch to higher ground at Kadena AFB, Okinawa, in anticipation of the forecasted tsunami.

We are assessing the situation and positioning forces so that they are ready to respond and provide disaster relief if directed.

USS ESSEX, with the embarked 31st Marine Expeditionary Unit, arrived in Kota Kinabalu, Malaysia, this morning. The ship is making preparations to depart as early as this evening.

USS BLUE RIDGE, which arrived in Singapore this morning, is onloading a Humanitarian Assistance/Disaster Relief (HADR) kit and making preparations to depart tomorrow morning.

USS TORTUGA, currently in Sasebo, Japan, is making preparations to embark LCUs and get underway as early as this evening.

We are initiating a full muster of all 7th Fleet personnel in Japan, and accounting for the condition of their family members.

To reiterate, this is simply a posturing of forces. We currently have no direction to conduct disaster response operations. Such a direction would come only following a request from the Government of Japan


Telephone lines in Japan are overwhelmed and the internet seems twitchy.

Google has set up a friend finder.

US Forces Japan have established OPERATION TOMODACHI and are set to provide relief if they are asked.

The Japan Red Cross site is offline as I type this.

UPDATE 2: 88,000 missing thus far.

UPDATE 3: USA Today has a list of charities.















It's dark there now. Many in Japan from Chiba to  Iwate have no power and the only light they have is from burning buildings. Our Japanese friends are in for a very tough time.

This is pretty bad, it was  hasn't gotten all that much coverage here given what is happening in the Middle East right now and the silliness in Wisconsin, but this quake seems to have done an inordinate amount of damage. The death toll is 75 and climbing. It is likely to climb much higher.

Representative Gabrielle Giffords Shot

Congresswoman Gabrielle Giffords (D AZ) has been assassinated. At least 6 others are also dead. A bystander tackled the assassin who is in custody.

Wonderduck just IM'd me that her husband was one of the Space Twins.  Gabrielle Giffords was the mother of two.

UPDATE: Now it is being reported that Giffords is still alive, but in grave condition. Not so fortunate, a child of 10 or younger in the crowd.

It’s kind of disgusting when you hear someone is shot and the first thing you do is try to figure out how to fit the terrible news to your political worldview. Blame the gunman.


That goes to both sides.

Representative Giffords served her country by representing her district. Last year, when a lot of Dems canceled their town halls to avoid tough questions, Giffords did not, and indeed, according to reports, she was doing one of her periodic meet and greets with her constituents when this vile atrocity was perpetrated.

There is some ghoulish and inappropriate speculation now trying to assign this guy to a political party or movement. There is speculation, fueled in part by his own list of books that influenced him, his videos of his burning the flag, as well as testimony from a random twitterette that the assassin is a lefty.
The left of course is blaming Palin and the tea party based on...umm...well...

Also, the name Loughner seems to be pronounced 'loner'. Is it a psudonym? I don't know.
They are pronouncing it differently now.

The First of Many?

Via Instapundit comes this NYT piece that suggests that the recent earthquakes in Haiti are the first in a protracted cycle similar to one that occurred in colonial times. According to the articles map, Cuba, Jamaica and Hispaniola are right on the fault in question and PuertoRico is is in danger as well. The USGS page on Puerto Ricos earthquakes is here.  Note that tsunamis have historically figured in the area as well. 


Hopefully we can learn lessons from this response as we may well need them in the coming years.

7+ Quake in Port Au Prince

As if there is not enough misery in Haiti....

It looks really bad ( BBC video here). It may be the largest earthquake on Hispaniola in recorded history. fRom the video, the presidential palace appears to be demolished. Most buildings in Haiti are not nearly so well built. Thousands are believed dead but there is very little info out of the country right now. Most of the pics seem to be via Twitter.

Los Angeles and South Florida rescue teams are already mobilizing.

The Anchoress has a round-up on charities that can help and recommends Food for the Poor, which not only focuses on Latin America and the Caribbean but has a better than 95% efficiency rating with their funds. I've heard good things about them as well.

8.3 Earthquake+Tsunami Hit American Samoa

  I'm heading to school but I just heard on the news that an 8.3 mag earthquake has hit just south of American Samoa. Reportedly Pago Pago has been hit by a tsunami as well. Water from the initial wave reached 100 + yds inland.No word on the Kindom of Samoa, but Tsunami warnings/watches are being issued for Hawaii and Auckland.

No further info.

UPDATE: Eni Faleomavaega, American Samoa's Congressional delegate reports that the harbor is full of cars via FNC. Still no reports from the Kingdom of Samoa.

In American Samoa whole villages are reported wiped out. The Tsunami appears to have been around 30 feet high. The ranger station was hit. The 3 coasties at MSD Pago Pago have their hands full if they are still alive.The little info coming from the Kingdom of Samoa seems to be via the New Zealand consolate. It is bad as well. Only a few deaths at least 70 dead confirmed so far but from what I just heard on the radio lots are still missing.

Note that a huge percentage of the US fish catch actually comes through Tutuila.

The Underreported Aftermath of Ike

As we happily reported here, Ubu Roi survived hurricane Ike unscathed.
However, many did not.  Over at Houblog he points out that literally hundreds are still missing.

The most disturbing bit is this piece by a commenter,
 

This is third hand but I am told of a coast guard member that is saying that they are pulling bodies out of the bay on a daily basis and is suprised that it is not being reported in the media. I am also being told that many people on the Bolivar peninsula were overtaken by events. That Thursday evening many people got home form work and started packing up to leave Friday morning, but TXDOT stopped the ferry early Friday morning and that within an hour or so of the ferry stopping, the road through High Island flooded from the storm surge in seargent leaving them no way off the peninsula. I too am questioning the official body count.


Ubu says that that report about the citizens of Gilchrist and the rest of the barrier islands is supported by other reports. If true there could be HUNDREDS dead. Reportedly very few bodies have been found. Now, there are the usual conspiracy stories about corpses being stacked and a conspiracy by the media to cover it up of course it is more likely, that they are buried in debris, the marshes, the sound or were washed into the gulf. There were very few survivors from the Bolivar peninsula, some idea why can be seen here.

Few places have noted the utter destruction of the towns on the Bolivar peninsula particularly Gilchrist. I imagine the reason is why there was so little appreciation of the parts of the Gulf Coast that were utterly destroyed by Katrina and Rita (as opposed to New Orleans, which missed the brunt of both) the reporters weren't where the surge was highest (which is why they still live) and the people who make up the media either don't care or are so hateful that they get a chuckle* out of Hurricanes that hit the areas of the southeast that they do not fit their narrow, provincial, definition of "hip".

The aftermath of IKE is remarkable, particularly for a cat 2 storm, but as was noted elswhere, the surge of this thing was unusually high due to the storms massive size. Only a very few storms in the past 150 years have done the kind of total annihilation of a populated area that this one has. The areas that were not subject to the full brunt of the surge like Huston and Galveston were very badly damaged by winds.

Regards Charities, I have recently heard good things about Portlight and the charities listed in this post have all had first hand vouchers.

(*That bastard Wolcott deleted his bigoted screed when  Hurricane Katrina sideswiped a place he could relate to.)
